This report seeks key decisions to progress the Cook Strait Ferry Replacement Programme, including approval of the final investment decision for two new ferries, funding to progress infrastructure delivery, Government ownership of port assets, and port commercial arrangements.
Annex 2 Interim Approval to Deliver – (ATD) Executive Summar

This report seeks approval to enter contracts to procure the ships, enabling them to be ready for service in 2029.
This allows ship procurement to proceed while detailed port infrastructure arrangements continue to be developed for final confirmation through the final ATD in 2026
