Stephen O’Keefe has led the commercial and financial setup of the company, including budgeting, financial reporting, and funding arrangements since the establishment of Ferry Holdings. He is leading negotiations with port companies and KiwiRail, securing multi-party agreements and long-term lease frameworks essential to delivering the supporting infrastructure.

Stephen was a member of the Treasury’s ferry replacement team, providing economic and financial analysis, that supported the Government’s decision to establish Ferry Holdings and progress with the procurement of two new ferries. Prior to that, Stephen has held senior finance and project roles with KiwiRail, the Ministry of Health and Fonterra.
